******We struggled with this at Plymouth State College for several years.
The first thing that was done was to meet with the town Police, form
relationships and try to problem solve. They are invested in curbing the
alcohol abuse of off campus students because it affects the town. OCTAA
was offerred as an alternative to underage drinkers on their first
offence. They could either choose to pay the fine of $175 and have a
record, or they could take OCTAA and pay $100 with no record. This is
still going on as a practice. Last year, we thought it would be good if
the college Conduct Officer could be more involved so as to know when
students were repeat offenders and could hold them accountable. Now she
gets all the police reports, and students are held accountable for off
campus offences by the college. For example, if a student is caught with
an open container off campus, it is considered a college violation and goes
in the record. If the student is later caught on campus, it is a second
vioilation ( previously, it would have been treated as a first violation),
and the sanctions are those for second violations. We are always playing
around with what sanctions should be imposed, and what form they should
take. For now, first violations get OCTAA (On Campus Talking About Alcohol,
if you are not familiar with this 10 hour program let me know and I can
send you some stuff), second violations are required to meet with me for
an assessment, third vilations are required to meet with me or someone for
ongoing counseling, and if there are other violations we usually require an
off campus assessment or put our heads together to think of something,
depending on what the violations were. Sometimes the kids are suspended
until they get treatment. Hope this is helpful.
